"Shining dawn" is a non-governmental organisation uniting people concerned with the condition of life of people with mental disabilities in Bulgaria. The idea for its formation came as a result of our encounter’s with the problems of the specialised social institutions in the region of Shumen. The clash with the shortcomings of the system, with bureaucracy and the prejudices of society prompted us to form an organisation and join our efforts to defend the rights of the people with mental disabilities subjected to discrimination and social isolation.
